    AMERICA TODAY (THURSDAY) MADE A LONG STATEMENT ON THE PRODUCTS IT WANTS EXCEPTED FROM A PROPOSED 50 PER CENT TARIFF CUT HOPED TO BE ACHIEVED BY THE KENNEDY ROUND OF TARIFF NEGOTIATIONS. AMBASSADOR BLUMENTHAN, CO-LEADER OF THE AMERICAN DELEGATION, SPOKE AT THE 140-MINUTE SECOND SESSION IN GENEVA OF THE TEN MAIN KENNEDY ROUND NEGOTIATING PARTIES. NO DETAILS OF HIS STATEMENT WERE MADE KNOWN.

    HARD BARGAINING ON THE TARIFF CUT TALKS - THE MOST AMBITIOUS TRADE LIBERALISATION EVER PROPOSED - BEGAN YESTERDAY. IN A 50-MINUTE SESSION, 10 OF THE MAIN NEGOTIATING COUNTRIES RAPIDLY AGREED ON THE PROCEDURE FOR THE NEXT PHASE OF THE TALKS.

    IN THIS PHASE, INDIVIDUAL COUNTRIES WILL SEEK TO JUSTIFY THEIR CLAIM FOR PRODUCT EXEMPTIONS FOR REASONS OF OVERRISING NATIONAL INTEREST FROM A PROPOSED 50 PER CENT LINEAR TARIFF.

    FIVE OF THE PARTIES - THE UNITED STATES, THE SIX-NATION COMMON MARKET, JAPAN, BRITAIN AND FINLAND - HAVE SUBMITTED SECRET EXCEPTION LISTS FOR THE TALKS, UNDER THE AUSPICES OF THE GENERAL AGREEMENT ON TARIFFS AND TRADE (GATT).

    FIVE EUROPEAN FREE TRADE AREA (EFTA) COUNTRIES - AUSTRIA, DENMARK, NORWAY, SWEDEN AND SWITZERLAND - CLAIMED NO EXCEPTIONS SUBJECT TO RECIPROCITY BEING SAFEGUARDED DURING THE TALKS. FINLAND TODAY MADE A GENERAL PRESENTATION OF ITS LIST AND THE COMMON MARKET GAVE ADDITIONAL JUSTIFICATIONS, OF ITS EXCEPTIONS, JAPAN AND BRITAIN MADE THEIR GENERAL STATEMENTS YESTERDAY.
