SYNOPSIS: Florida -- and the arrival on Tuesday of West German Chancellor Herr Willy Brandt, in America for two days of talks with President Nixon.

The two leaders later began their talks, centred around European policies, during which they decided that a European Security Conference was unlikely to take place before 1973. This was because of the U.S. presidential election next year, and because the ratification of West Germany's non-aggression treaties with the Soviet Union and Poland was not expected for some months.

Before departing for their talks, at President Nixon's winter home in Key Biscayne, the two leaders met a line-up of senior officials of both countries. Among them were Secretary of State Mr william Rogers and Foreign Minister Herr Walter School -- who later held their own private meeting.
