    AN ARMY SPOKESMAN, DESCRIBING THE MANOEUVRES AS CHIEFLY AN EXERCISE FOR HEADQUARTERS COMMAND, SAID THEY WOULD HELP SHOW THE BEST WAYS IN WHICH THE NEW WEAPONS COULD BE USED.22,000 TROOPS TOOK PART IN THE "BATTLE" WHICH INCLUDED A SIMULATED ATOMIC ATTACK.
