    CAMPAIGNS FOR SOUTH VIETNAM'S LOWER HOUSE ELECTIONS-- TO BE HELD ON OCTOBER 22-ARE NOW WELL UNDER WAY. THE 137-MAN LOWER HOUSE WILL BE ELECTED FROM 53 CONSTITUENCIES DIVIDED ON A POPULATION BASIS.

    THE PROVISIONAL NATIONAL ASSEMBLY HAD ORIGINALLY SET THE DATE FOR THE ELECTIONS AT NOVEMBER 5, BUT CHANGED IT TO OCTOBER 22 AT THE REQUEST OF HEAD OF STATE LIEUTENANT GENERAL NGUYEN VAN THIEU.

    CANDIDATES HAVE BEEN CANVASSING ELECTORS IN SAIGON FROM LOUDSPEAKER VANS AND SIDEWALK PLATFORMS. HUNDREDS OF THOUSANDS OF ELECTION PAMPHLETS HAVE BEEN DISTRIBUTED.

    IN SOME QUARTERS WOMEN AND GIRLS HAVE BEEN LITERALLY SINGING THE PRAISES OF PROSPECTIVE CANDIDATES.

    COMPETITION IN THE ELECTIONS IS FIERCE, SINCE SOME 1,240 CANDIDATES HAVE BEEN NOMINATED. BUT ALTHOUGH THE CONSTITUTION LAYS DOWN THAT A TWO-PARTY POLITICAL SYSTEM SHOULD BE ENCOURAGED, NO CLEAR POLITICAL GROUPINGS HAVE YET EMERGED AMONG THE CANDIDATES.
