    THOUSANDS OF SUPPORTERS OF DR. ARNULFO ARIAS SWARMED AROUND THE PANAMANIAN NATIONAL ASSEMBLY BUILDING IN PANAMA CITY ON TUESDAY AS HE WAS INSTALLED AS PRESIDENT OF PANAMA FOR THE THIRD TIME - HAVING BEEN OUSTED FROM THE OFFICE TWICE BEFORE BY THE ARMY. THE 67-YEAR-OLD DR. ARIAS WAS ELECTED IN MAY WHEN HE DEFEATED THE FORMER FINANCE MINISTER, SR. DAVID SAMUDIO.

    DR. ARIAS HAD BEEN PREVIOUSLY ELECTED IN 1941 AND 1951. JUST BEFORE HE TOOK OFFICE ON TUESDAY FOR THE THIRD TIME, THE PREVIOUS PRESIDENT, SR. MARCO A. ROBLES, WHO HAD DONE EVERYTHING HE COULD TO PREVENT DR. ARIAS' ELECTION, SLIPPED AWAY TO THE UNITED STATES. THE ELECTION OF DR. ARIAS WAS A PARTICULARLY BITTER ONE, AND WHEN IT WAS ALL OVER THE NEW PRESIDENT PROMISED TO PUT THE PANAMANIAN HOUSE IN ORDER, TO PROVIDE A GOVERNMENT OF "FREE AND CAPABLE MEN" AND TO SERVED "THE POPULAR CLASHES".

    SEVERAL HUNDRED DIPLOMATS AND OFFICIAL GUESTS FROM MORE THAN 40 COUNTRIES WERE PRESENT FOR THE OFFICIAL INAUGURATION, AND THE INSTALLATION OF 42 MEMBERS OF THE ASSEMBLY ELECTED WITH DR. ARIAS LAST MAY. ALSO AMONG THOSE PRESENT WAS DR. ARIAS' NEPHEW, DR. ROBERTO ARIAS, THE FORMER PANAMANIAN AMBASSADOR AND NATIONAL ASSEMBLY DEPUTY, AND ROBERTO ARIAS' WIFE, DAME MARGOT FONTEYN, THE BRITISH BALLERINA.
