    KING HASSAN STRESSED THE ROYAL ARMED FORCES' PEACETIME ROLE IN A SPEECH AT MARRAKESH YESTERDAY (SATURDAY) MARKING THE TENTH ANNIVERSARY OF THE MOROCCAN ARMY'S FOUNDATION.

    THE MOROCCAN ARMY'S PEACEFUL PURSUITS WERE SYMBOLISED BY A FLIGHT OF DOVES AS UNITS STARTED TO MARCH PAST THE KING ON A SALUTING BASE. UNLIKE PREVIOUS PARADES THIS YEAR'S MARCH-PAST DID NOT INCLUDE ANY ARMOUR, AIRCRAFT OR VEHICLES.

    THE MONARCH MADE NO MENTION OF MOROCCO'S CURRENT TERRITORIAL DISPUTE WITH NEIGHBOURING ALGERIA WHICH IN 1963 CAUSED ARMED CONFLICT BETWEEN THE TWO COUNTRIES.

    THE MAIN THEME OF HIS SPEECH WAS DEVOTED TO THE ARMY'S PEACETIME ROLE WHICH HE SAID AT PRESENT LAY IN THE ECONOMIC AND SOCIAL FIELDS, HELPING ON ECONOMIC DEVELOPMENT PROJECTS, PROVIDING RELIEF IN TIME OF DISASTER, BUILDING SCHOOLS AND WAGING AN ANTI-ILLITERACY CAMPAIGN.

    THE KING SAID TWO THIRDS OF THE 40,000 MAN ARMY WERE YOUNG MEN RECRUITED SINCE INDEPENDENCE, INCLUDING 1,000 OFFICERS, AND THAT THE MILITARY FORCES CONSTITUTED MOROCCO'S "SUPREME GUARANTEE".

    "WE HAVE CONFIDED IN CERTAIN OF OUR OFFICERS THE DUTY OF PARTICIPATING IN OUR ADMINISTRATION AS MINISTERS, GOVERNORS, AND HIGH-RANKING OFFICIALS," THE KING SAID. HE ADDED THAT COMPULSORY MILITARY SERVICE WOULD SOON BE INSTITUTED TO "ENABLE CITIZENS TO OBTAIN TECHNICAL KNOWLEDGE AND DEVELOP THEIR MORAL AND PHYSICAL QUALITIES". CONSTRIPTS WOULD AFTERWARDS CONSTITUTE THE ARMY RESERVE.
