    Congolese leaders in Madagascar - taking time off from their conference on the future of the Congo - attended a reception in Tananarive the capital, on March 11th. It was given by President Tsiranana of Madagascar, and a highlight of the event was a display of Malagasy folk dancing.

    Next day, the Congo leaders - among them President Kasavubu and President Tshombe of Katanga - announced their plan for a confederation of sovereign states to replace the Congo Republic.

    Further meetings will be held to decide on outstanding questions concerning the new community, which will come into operation when the necessary coordinating bodies have been set up.

    President Kasavubu said that the Lumumbist leader, Mr. Gizznga, who did not attend the conference, would be told of the confederation plan, and would be "blackballed" if he failed to accept it.
