    THE FRENCH NATIONAL ASSEMBLY WAS PACKED TODAY (TUESDAY) AS THE NATION'S OPPOSITION LEFT-WING AND COMMUNIST GROUPS BROUGHT A CENSURE MOTION AGAINST THE GOVERNMENT. AS DEPUTIES DEBATED THE MOTION, NEWS WAS "LEAKED" THAT PRESIDENT DE GAULLE INTENDS TO CALL A NATIONAL REFERENDUM NEXT MONTH.

    DESPITE A SCATHING ATTACK ON THE PRESIDENT'S REGIME BY THE COMMUNIST PARTY SECRETARY-GENERAL, M. WALDECK ROCHET, THE GOVERNMENT APPEARS LIKELY TO SURVIVE THE CENSURE MOTION, WHICH WILL BE VOTED ON (TOMORROW). OPPOSITION STATED PRIVATELY THAT THEY DIDN'T THINK THEY WOULD RECEIVE THE NECESSARY 244 VOTES NEEDED TO DEFEAT THE GOVERNMENT. THIS FOLLOWED A PLEDGE BY THE FRENCH PRIME MINISTER, M. GEORGES POMPIDOU, ON REFORMS FOR THE NATION'S UNIVERSITY SYSTEM. M. POMPIDOU TOLD THE ASSEMBLY THAT THE REFORMS WOULD COVER BOTH UNIVERSITY ORGANISATION AND METHODS OF TEACHING. THE 42-MEMBER CENTRALIST GROUP IN THE ASSEMBLY SEEMS LIKELY TO HOLD THE BALANCE OF POWER IN VOTING ON THE CENSURE MOTION. AND THE GROUP'S LEADER, M. JACQUES DUHAMEL, INDICATED IN HIS SPEECH YESTERDAY THAT HE WILL SUPPORT THE GOVERNMENT.
