    THE TERRITORY OF PAPUA - NEW GUINEA TOOK A STEP TOWARDS INDEPENDENCE THIS WEEK WHEN AUSTRALIA'S GOVERNOR-GENERAL, LORD DE L'ISLE, OPENED THE NEW HOUSE OF ASSEMBLY -- THE FIRST REPRESENTATIVE PARLIAMENT ELECTED BY ALL THE PEOPLE OF THE TERRITORY.

    THE HOUSE AT PORT MORESBY INCLUDES 44 MEMBERS FROM "OPEN" ELECTORATES -- AREAS WHERE ANYONE COULD STAND -- TEN FROM ELECTORATES WHERE ONLY WHITES COULD STAND AND TEN APPOINTED BY THE GOVERNMENT.

    FOR THE FIRST TIME IN THE HISTORY OF THE TERRITORY, WHICH IS ADMINISTERED BY AUSTRALIA UNDER A U.N. TRUSTEESHIP, ELECTED NATIVE MEMBERS ARE IN A MAJORITY.

    THERE ARE SOME TWO MILLION PACIFIC ISLANDERS OF PAPUA AND NEW GUINEA. MANY OF THEIR REPRESENTATIVES WERE THERE FOR THE OCCASION -- ONE DONE IN THE GRAND MANNER BASED ON BRITISH CEREMONIAL TRADITION.
