    In a ceremony at Quito's National Palace on Saturday (19 February) Brigadier-General Guillermo Rodgriguez Lara, Ecuador's Army Commander-In-Chief, completed formalities in taking over the office of President of the country. He replaces Dr. Velasco, whom he ousted in a bloodless coup the previous Tuesday (15 February). With President Lara at Saturday's ceremony, were members of his new Cabinet. In a statement read to newsmen earlier in the week, President Lara said he had signed a decree placing power in the hands of the military. The new regime, he said, would be nationalist, military, and revolutionary in character, while the government's aims would be the achievement of social justice and the redemption of the humble. President Lara had also told reporters that the armed forces' action in seizing power was a result of "the political chaos" into which the country had sunk. Presidential elections, called for later in the year by Dr. Valesco, have been cancelled.

    The new President is supported by a Cabinet and a government council composed of a new Army Commander, and the Navy and Airforce Commanders. President Lara replaces Dr. Valesco whom he ousted in a bloodless coup a week ago. The new President has said his regime will be nationalist, military, and revolutionary in character, and will aim to achieving social justice and the redemption of the humble.

    President Lara has also said that the armed forces' action in seizing power was a result of the "political chaos" into which Ecuador had sunk.
