    INSTEAD, DELEGATES FROM 170 MEMBER COUNTRIES OF THE INTERNATIONAL TELECOMMUNICATION UNION GAZED IMPATIENTLY FOR NEARLY HALF AN HOUR AT TELEVISION SETS DOTTED ABOUT THE CONFERENCE ROOM.ALL THEY SAW WAS A U.N.EMBLEM FOLLOWED SOME TIME LATER BY A VIEW OF THE UNITED NATIONS BUILDING.

    400 DELEGATES HEARD A CONFERENCE OFFICIAL SAY: "THIS IS AN ELOQUENT TESTIMONY TO THE EXPERIMENTAL CHARACTER OF OUR TELSTAR OPERATIONS ON THE OTHER SIDE." THE CONFERENCE RETURNED TO ITS AGENDA, WHILE A RED-FACED U.N.OFFICIAL TOLD REPORTERS: "THE MISTAKE WAS NOT AT THIS END - IT WAS AT THE OTHER SIDE OF THE ATLANTIC."
    THE CONFERENCE IS TO LAY THE FOUNDATIONS OF THE WORLD'S FUTURE SPACE COMMUNICATIONS, AND IS EXPECTED TO LAST FIVE WEEKS.ITS MAIN TASK WILL BE TO ALLOCATE RADIO FREQUENCY BANDS FOR TRANSMISSIONS BY SATELLITES.BOTH THE UNITED STATES AND THE SOVIET UNION HAVE PLEDGED THEY WILL DO THEIR UTMOST TO MAKE IT SUCCEED.

    (MR.GUNNAR PEDERSEN OF DENMARK WAS ELECTED CHAIRMAN, WITH UNITED STATES AMBASSADOR JOSEPH H.MCCONNELL, A FORMER PRESIDENT OF THE NATIONAL BROADCASTING CORPORATION, AND MR.ASHTAS BADALOV, SOVIET VICE-MINISTER OF COMMUNICATIONS, AS VICE-CHAIRMEN.
