    THE STRONGLY FAVOURED CANDIDATE IS THE CONSERVATIVE, MR. QUINTIN HOGG, WHO RELINQUISHED HIS TITLE OF LORD HAILSHAM TO FIGHT THE BY-ELECTION. THE BY-ELECTION WAS CAUSED BY THE ELEVA-TO THE PEERAGE OF SIR WAVELL WAKEFIELD, THE CONSERVATIVE MEMBER. HE HAD A MAJORITY OF 14,771 IN THE LAST GENERAL ELECTION.

    HOUSING IS ONE OF THE MAIN ISSUES IN THE PRESENT BY-ELECTION. BOTH THE LABOUR CANDIDATE, PETER PLOUVIEZ, AND THE LIBERAL, MICHAEL WHEELER, ARE STRESSING THE SOARING RATES AND RENT IN THE BOROUGH.

    THE BOROUGH HAS BEEN EXTENSIVELY REBUILT IN RECENT YEARS. SOARING OFFICE BLOCKS AND LUXURY FLATS STAND SIDE-BY-SIDE WITH TENEMENT BUILDINGS AND SUB-STANDARD HOUSING. BOTH THE LIBERALS AND LABOUR CLAIM LOCAL RESIDENTS ARE BEING EDGED OUT TO MAKE WAY FOR MORE LUXURY HOUSING.

    MR. HOGG HAS MADE A SPECIAL APPEAL TO GREEK-CYPRIOT VOTERS WHO LIVE IN THE AREA. HE HAS HAD POSTERS PRINTED IN GREEK AS WELL AS ENGLISH, AND HAS TOLD THESE VOTERS: "I HAVE LONG BEEN A STUDENT OF CLASSICAL GREEK CULTURE, IN WHICH I RECEIVED TWO FIRST CLASS HONOURS DEGREES AT OXFORD, AND I AM A GREAT ADMIRER OF THE GREEK CIVILISATION."
