    SPEECH (TRANSCRIPT)

OUKO: (SEQ. 3) "We have been patient. We have been flexible. We have been responsible. South Africa on the other hand has taken advantage of our patience and moderation by escalating the conflict. She has converted Namibia into a springboard from which she has carried out unprovoked incessant armed attacks and repeated aggression against the neighbouring states. Defiantly South Africa committed naked aggression against Angola on a very large scale on the eve of this emergency special session. In short Mr. President, this is South Africa's response to our demand for Namibia's independence."

MUESHIHANGE: (SEQ. 5) "Those who could light the first fire in favour of their selfish economic and strategic interests are the racists who seek to maintain and expand their dominance and their control in South West Africa. They are a distortion mainly propagated by the new unholy alliance of Pretoria and the Washington who characterises SWAPO freedom fighters as terrorist. Well, we have been called many thins over the years but his name calling has not done anything that changed and will never change the (INDISTINCT) of our struggle. (INDISTINCT SILENCE) What is however dangerous about the latest unifications and subterfuge of the unholy allies, is that not only are we called terrorists but it is alleged that we are the creatures and the agents of certain foreign forces. This is outrageous. This is an attempt at preparing the citizens of the countries concerned and their allies and (INDISTINCT) and ideological warfare in order to pave the way for military intervention and destabilisation against SWAPO, and the Front Line states, particularly the People Republic of Angola."

Background: INTRODUCTION: The United Nations debate on Namibia (South West Africa) took place in the absence of South Africa. The emergency special assembly voted to exclude South Africa when it tried to speak about the territory which it administers in the face of UN resolutions. The debate was called by African states who are dissatisfied with the progress of five Western countries to seek a solution for Namibia, originally drawn up in 1978.

SYNOPSIS: The African states want South Africa out of Namibia. Kenya's Robert Ouko spoke to delegates at the special Assembly.

Further condemnation of recent South African activities came from Peter Mueshihange, a delegate of SWAPO - the South West African Peoples Organisation.
