    AT THE JAPANESE MOUNTAIN RESORT OF HAKONE, NOVEMBER 2, PRIME MINISTER IKEDA OPENED AN ECONOMIC CONFERENCE ATTENDED BY FOURTEEN OF THE HIGHEST RANKING OFFICIALS OF JAPAN AND THE UNITED STATES. THE THREE-DAY MEETING IS THE FIRST OF A SERIES OF ANNUAL CABINET-LEVEL CONFERENCES DESIGNED TO RECONCILE THE NEEDS OF A POLITICAL ALLIANCE WITH THE PRESSURES OF ECONOMIC COMPETITION.

    IN HIS OPENING ADDRESS, MR. IKEDA RECALLED HIS VISIT TO THE UNITED SATES FOUR MONTHS AGO WHEN IT WAS FIRST DECIDED TO ESTABLISH AN AMERICAN-JAPANESE COMMITTEE TO DEAL WITH ECONOMIC PROBLEMS BETWEEN THE TWO COUNTRIES.

    MR. KOSAKA, THE JAPANESE FOREIGN MINISTER, REFERRED TO EUROPE'S STRUGGLE FOR ECONOMIC UNITY AND EXPRESSED HIS HOPE FOR A DEVELOPMENT OF "OUR CLOSE RELATIONS IN A MORE DYNAMIC MANNER IN THE FUTURE." AS ONE OF THE PROBLEMS TO BE OVERCOME HE MENTIONED "A TENDENCY AMONG THE AMERICAN PEOPLE TO STRESS THE NEGATIVE ASPECTS IN OUR ECONOMIC RELATIONS, SUCH AS THE ALLEGED LOW WAGES IN JAPAN AND THE DISRUPTION OF THE AMERICAN DOMESTIC MARKETS BY JAPANESE GOODS."
    UNITED STATES SECRETARY OF STATE DEAN RUSK, HEAD OF THE AMERICAN DELEGATION, DECLARED: "WE SHALL TALK FRANKLY AND INTIMATELY HERE TOGETHER. I HOPE - INDEED I AM SURE - THAT WE SHALL EACH BE WISER WHEN WE HAVE CONCLUDED THIS INTERCHANGE."
    AFTER THE OPENING SPEECHES, REPORTERS WERE ASKED TO LEAVE AND THE CONFERENCE GOT DOWN TO BUSINESS BEHIND CLOSED DOORS. MR. IKEDA, WHO HAD COME TO HAKONE THE PREVIOUS DAY FOR PRIVATE TALKS WITH MR. RUSK, DID NOT STAY FOR THE CLOSED SESSION. BEFORE LEAVING, MR. IKEDA WAS HANDED A LETTER FROM PRESIDENT KENNEDY, REQUESTING THE PRESENCE OF DR. OSAMA KAN, A SPECIALIST OF CHICHIBU UNIVERSITY, AT MEETINGS OF THE AMERICAN COMMITTEE ON MENTAL RETARDATION.
