    LIEUTENANT-COMMANDER RAYMOND SMITH, THE AMERICAN DIPLOMAT ACCUSED BY RUSSIA OF SPYING, FLEW INTO COPENHAGEN TODAY (MONDAY). HE WAS ACCOMPANIED BY HIS WIFE AND FAMILY. SMITH, WHO WAS ASSISTANT NAVAL ATTACHE AT THE AMERICAN EMBASSY IN MOSCOW, WAS EXPELLED FROM RUSSIA.

    HE WOULD MAKE NOT COMMENT ABOUT HIS ARREST. LATER, THE SMITHS LEFT FOR FRANKFURT IN WEST GERMANY. THEY HAVE PLANNED A HOLIDAY IN EUROPE BEFORE RETURNING TO AMERICA.

    ACCORDING TO THE SOVIET AUTHORITIES, SMITH WAS CAUGHT MAKING OBSERVATIONS OF A "MILITARY OBJECT" IN LENINGRAD LAST WEEK. HE HAD ON HIM DETAILED MAPS AND SPECIAL EQUIPMENT. SMITH IS THE FIRST U.S. EMBASSY OFFICIAL TO BE ORDERED OUT OF THE COUNTRY SINCE AUGUST 1960.

    ON OCTOBER 5, THE STATE DEPARTMENT IN WASHINGTON CLAIMED THAT SMITH HAD BEEN MALTREATED BY THE RUSSIANS. A SPOKESMAN SAID THE U.S. EMBASSY IN MOSCOW HAD REJECTED THE SOVIET ALLEGATIONS AGAINST SMITH; AND HAD PROTESTED TO THE SOVIET AUTHORITIES AGAINST THIS "GROSS VIOLATION OF DIPLOMATIC IMMUNITY".
