SYNOPSIS: 1,000 delegates from all over Vietnam, fraternal Communist parties, and other foreign countries were at the Hanoi congress. They heard President Ton Duc Thang say the first congress since re-unification would set the course for a Vietnamese revolution.
President Thang added that the congress would take decisions on modifications to the party constitution and the election of a new central committee, but perhaps the most important issue before the congress was an examination of the country's five year plan for post war reconstruction.
The Soviet Union sent Mikhail Suslov to represent it at the congress. Vietnamese political bureau member, Truong Chinh introduced other foreign delegations from at least 22 countries. China and Cambodia did not send delegations but the Chinese sent a message of congratulations.
In an editorial the party newspaper Nhan Dan said the Vietnam into a strong and prosperous socialist country within two decades. But the party's first Secretary Mr. Le Duan, accused some party members of undesirable activities, and called for their expulsion. He described them as degenerate, corrupt, and having lost their revolutionary aggression.
