    PRESIDENT KAUNDA OF ZAMBIA YESTERDAY (SUNDAY) ADDRESSED A REGIONAL CONFERENCE OF THE RULING UNITED NATIONAL INDEPENDENCE PARTY AT WHICH HE CRITICISED BRITAIN FOR NOT SENDING TROOPS TO PROTECT THE KARIBA DAM. AFTER THE CONFERENCE HE VISITED THE SITE OF THE POWER PYLON THAT WAS DYNAMITED BY SABOTEURS ON FRIDAY.

    SABOTEURS ON FRIDAY BLEW UP A 110 FT. (34 M.) PYLON, CUTTING THE POWERLINE BETWEEN THE KARIBA HYDROELECTRIC COMPLEX AND THE ZAMBIAN COPPER TOWN OF KITWE. PRESIDENT KAUNDA AFTER VISITING THE SITE SAID THAT HE HAD URGED BRITAIN TO GUARD THE KARIBA DAM BUT, HE SAID, HE RESERVED THE RIGHT TO CALL FOR HELP FROM ANY FRIENDLY NATION. HE ADDED THAT IF HE CALLED FOR TROOPS FROM OTHER AFRICAN STATES THERE WOULD BE A RACIAL WAS AND THAT IF HE CALLED UPON COMMUNIST NATIONS THEN "THE WEST WOULD SIDE WITH RHODESIA AND THE RUSSIANS WOULD BACK ZAMBIA AND THE AFRICAN COUNTRIES THEN THERE WOULD BE A TERRIBLE LOSS OF LIFE."
    IN LONDON LAST NIGHT, MR. WILSON, THE BRITISH PRIME MINISTER, SUMMONED A MEETING OF MINISTERS TO DISCUSS THE SITUATION -- THEY ARE EXPECTED TO MAKE A DECISION TODAY. AMONG POSSIBILITIES BEING CONSIDERED IS THE SENDING OF A FIGHTER SQUADRON FOR RECONNAISSANCE ON THE ZAMBIAN SIDE OF THE FRONTIER WITH RHODESIA.
