    WALLS, ERECTED IN DELHI DURING THE SINO-INDIAN BORDER FIGHTING, ARE NOW BEING DEMOLISHED. THEY WERE ORIGINALLY PUT IN THE CAPITAL, WHEN THERE WERE FEARS IN INDIA OF AIR ATTACKS.

    THE WALLS, DESIGNED TO PROTECT SHOPPERS FROM FLYING SPLINTERS IN THE EVENT OF AN AIR RAPID, WERE RAISED ALL ALONG DELHI'S BUSIEST THOROUGHFARES. AS SOON AS THE TENSION EASED, DELHI SHOPKEEPERS, WHOSE SHOP-FRONTS WERE HIDDEN FROM THE LIGHT, AND THE CASUAL WINDOW-SHOPPER, BEGAN TO CAMPAIGN FOR THE REMOVAL OF THE WALLS. SOME SHOPKEEPERS TRIED TO IMPROVE THE WALLS' APPEARANCE BY PLACING POTTED PLANTS ON THEM. BUT CLAIMED THEY WERE STILL LOSING CLIENTS WHILE THE WALLS REMAINED.

    OTHER PEOPLE SOON FOUND A USE FOR THE WALLS. THEY WERE THE ADVERTISERS. SLOGANS OF EVERY KIND APPEARED, MANY FROM OPPOSITION POLITICAL PARTIES -- AMONG THESE ANTI-BUDGET SLOGANS WERE PARTICULARLY PREVALENT.
