    Soviet Communist Party leader Leonid Brezhnev arrived in Budapest on Sunday (22 November), leading a large Soviet Party delegation to attend the 10th Hungarian Communist Party's Congress which opened in Budapest on Monday (23 November).

    Mr. Brezhnev was greeted at a Budapest railway station by Hungarian Party leader Janos Kadar and other party representatives.

    During the arrival, a number of young Hungarians presented the Soviet delegation with large bouquets of flowers.

    Party leaders from East Germany, Czechoslovakia, Poland and Bulgaria are also expected to attend the congress. Rumania and Yugoslavia are sending high-level officials, but neither Rumanian President Nicolae Ceausescu nor President Tito, the Yogoslav Party chief, are coming to Budapest.

    Apart from reviewing communist world affairs and international relations with the non-communist world, the Hungarian leadership will unveil Hungary's development programme for the next four years during the congress. The six-day congress may also touch upon the Soviet bloc's attitude towards Berlin, West German policies on Eastern Europe and European security.
