    TENSION HAD RUN HIGH FOLLOWING WEEKS OF TERRORIST INCIDENTS AND RUMOURS OF VIOLENCE DURING THE ELECTION CAMPAIGN.SOME CITIZENS LEFT VIENTIANE FOR FREAR OF TROUBLE.

    MEANWHILE, STRICT SECURITY MEASURES WERE ENFORCED AROUND THE MAYOR'S OFFICE, WHERE VOTERS DROPPED THEIR VOTES INTO BALLOT BOXES WHILE STEEL-HELMETED TROOPERS STOOD BY UNDER THEIR COMMANDER, GENERAL KOUPHRASITH ABAY.GENERAL ABAY WAS RESPONSIBLE EARLIER FOR PUTTING DOWN TWO COUPS D'ETAT ATTEMPTED BY RIGHT-WING FACTIONS.

    ONLY 25,000 PEOPLE OUT OF THE POPULATION OF TWO MILLION WERE ALLOWED TO VOTE.BECAUSE OF THE CIVIL WAR, ONLY ARMY AND POLICE OFFICERS, CIVIL SERVANTS AND LOCAL OFFICIALS VOTED.

    THE PATHET LAO, WHOSE FORCES ARE FIGHTING RIGHT-WING AND NEUTRALIST TROOPS, BOYCOTTED THE ELECTIONS, AFTER REFUSING TO PLAY ANY PART IN THE 59-MEMBER ASSEMBLY.THE ELECTION WAS AIMED AT FINDING OUT WHETHER THE PATHET LAO COULD RETAIN ITS MEMBERSHIP OF THE CURRENT COALITION GOVERNMENT WITH THE RIGHT-WING PARTY AND NEUTRALISTS.THE PATHET LAO SAY THE ELECTION WAS AN ATTEMPT BY THE UNITED STATES "TO RESHUFFLE THEIR LACKEYS" IN VIENTIANE.
