FRANCOIS TOMBALBAYE, WHO RECENTLY PRESIDED OVER HIS NATION'S TENTH ANNIVERSARY CELEBRATIONS.

    LIKE MANY EMERGING NATIONS, CHAD AND TOMBALBAYE HAVE A REBELLION ON THEIR HANDS. CHAD IS A MIXTURE OF TWO WORLDS. LYING ON THE 13TH PARALLEL, IT IS A SENSITIVE MIXTURE OF MUSLIM AND BLACK AFRICA. THE MUSLIM ARABS TO THE NORTH RESENT BEING GOVERNED BY THE BLACK CHRISTIANS IN FORT LAMY TO THE SOUTH.

    IN 1967 THIS RACIAL ANTIPATHY EXPLODED INTO A FIERCE GUERRILLA WAR. STARTING AS A SERIES OF LOCAL REVOLTS AGAINST THE CORRUPTION OF LOCAL TAX OFFICIALS, THE REBELS JOINED FORCES TO OVERTHROW THE GOVERNMENT ON FORT LAMY.

    THE CONFLICT IS REPRESENTED BY TWO MEN. PRESIDENT TOMBALBAYE, 51 YEARS OLD AND A MEMBER OF THE FRENCH-ORIENTATED SARA TRIBE. HIS OPPONENT, DR. ABBA SIDDICK FINDS HIS SUPPORT MAINLY IN THE ISLAMIC PART OF THE CHADIAN POPULATION. HE IS 46 A SURGEON, FORMER MEMBER OF TOMBALBAYE'S CABINET AND A FORMER CLOSE FRIEND OF THE PRESIDENT. DR. SIDDICK IS LEADER OF THE ORGANISATION KNOWN AS FROLINAT -- THE NATIONAL LIBERATION FRONT OF CHAD.

    TOMBALBAYE IS BEING HELPED IN HIS FIGHT AGAINST THE REBELS BY DETACHMENT OF 2500 FRENCH TROOPS, INCLUDING 900 FOREIGN LEGION PARATROOPERS. THE FRENCH ARE ALSO TRAINING THE SMALL CHADIAN ARMY OF ABOUT FOUR THOUSAND MEN.

    THE RECENT TENTH ANNIVERSARY OF INDEPENDENCE WAS CELEBRATED WITH GREAT EXUBERANCE IN FORT LAMY, BUT ELSEWHERE IN THE COUNTRY THE STRUGGLE CONTINUED UNDIMINISHED.
