    COPYING TACTICS EMPLOYED BY BRITISH SECURITY FORCES DURING THE MALAYAN EMERGENCY, THE GOVERNMENT OF SOUTH VIETNAM IS CONDUCTING A CAMPAIGN OF RE-SETTLING VILLAGERS FROM AREAS DOMINATED BY THE COMMUNIST VIET-CONG. THE OBJECTIVES OF "OPERATION SUNRISE", AS THE CAMPAIGN IS KNOWN, IS TO ISOLATE VIET-CONG GUERRILLAS FROM VILLAGE SOURCES OF SUPPLIES AND INFORMATION, REINFORCE THE GOVERNMENTS PRESENCE IN RURAL AREAS, AND RAISE THE VILLAGERS' STANDARD OF LIVING BY DIRECT AID.

    AT A PARTIALLY CLEARED RUBBER ESTATE AT BEN TUONG, IN THE BINH DUONG PROVINCE, APRIL 15, 223 FAMILIES, OR 900 PEOPLE, MOVED IN. FOOD, HOUSEHOLD UTENSILS, CLOTHING, MONEY, AND BUILDING SUPPLIES WERE GIVEN TO FAMILY HEADS, AND THEY WERE ALLOCATED PLOTS OF LAND ON WHICH TO BUILD. IN THREE MONTHS EACH FAMILY WILL BE GIVEN SEVEN ACRES OF LAND NEAR THE SETTLEMENT - WHICH IS NOW BEING RECLAIMED FORM THE JUNGLE.

    NATURALLY, SOME OF THE VILLAGERS WERE RELUCTANT TO LEAVE THEIR OLD HOMES, BUT THEY WERE PERSUADED BY PROPAGANDA AND MONEY - THE AMERICAN AID MISSION TO VIETNAM HAS REPORTEDLY ALLOCATED MORE THAN GBP100,000 TO RE-SETTLEMENT AT BEN TUONG. AN ENCOURAGING SIGN IS THAT OF THE 50 YOUNG MEN WHO FLED INTO THE JUNGLE TO AVOID REGROUPMENT, 12 HAVE NOW JOINED THE COMMUNITY.

    PLANNED METICULOUSLY FOR FIVE MONTHS, "OPERATION SUNRISE" IS THE PROTOTYPE OF MANY OTHERS WHICH, IT IS HOPED, WILL EVENTUALLY TURN THE SCALES AGAINST THE ESTIMATED 20,000 VIET-CONG TERRORISTS N SOUTH VIETNAM.
