    Arabs living in refugee camps in Lebanon have been attempting to seek more permanent shelter. Thousands of people were made homeless during the invasion of the country by Israeli forces which began last June. Although bulldozers and earth-moving equipment has been brought into the camps, many of the refugees face a winter outside. The Israeli forces levelled the Ain Hilweh refugee camp in Sidon early on during the fighting, and although they have since provided pre-fabricated housing units for the winter the Lebanese Government has objected to the scheme and tents have been erected instead. The refugees have lived in fear of a massacre - similar to that carried out at the Chatila and Sabra camps - and say they want the Israeli forces to stay on and protect them. The Lebanese authorities have refused repeated requests to allow the inhabitants of the camp to build more permanent shelter - they want to draw the refugees away from the south of the country and into the cities. An Israeli official at the camp says the problem has become a humanitarian one.
