    CONGO LEOPOLDVILLE FAILED TO ATTEND THE RESUMED SITTING OF THE AD HOC COMMISSION OF THE ORGANISATION FOR AFRICAN UNITY OVER WHICH PRESIDENT KENYATTA PRESIDED IN NAIROBI YESTERDAY (SATURDAY).CHRISTOPHER GBENYE AT THE HEAD OF A STRONG TEAM REPRESENTED THE MOVEMENT OPPOSED TO MR TSHOMBE'S GOVERNMENT.

    ENTERING A SIDE DOOR, MR GBENYE REFUSED TO TALK TO THE NEWSMEN COVERING THE CONFERENCE.SOON AFTER HIS DISCREET ARRIVAL, THE DELEGATES WENT INTO CLOSED SESSION FOR TWO HOURS.A STATEMENT AFTERWARDS THAT THE COMMISSION WOULD MEET AGAIN ON FEBRUARY 22ND SO THAT THE CONGO GOVERNMENT COULD PRESENT ITS CASE.

    AT THE END OF JANUARY.WHEN THE COMMISSION MET ON THIS ISSUE FOR THE FIRST TIME, NO CONDITIONS WERE LAID DOWN FOR THE FORTHCOMING MEETING.PREVIOUSLY, IT SAID THAT PRESIDENT TSHOMBE COULD NOT ATTEND UNTIL HOSTILITIES IN THE CONGO HAD CEASED AND THE MERCENARIES HAD WITHDRAWN.

    LAST WEEK, MR THOMAS KANZA, THE INSURGENTS "FOREIGN MINISTER", MET PRESIDENT KENYATTA TO INFORM HIM OF MR GBENYE'S PEACE PLAN FOR THE CONGO.IT INCLUDED SUCH POINTS AS THE IMMEDIATE RELEASE OF ALL POLITICAL PRISONERS AND WITHDRAWAL OF MERCENARIES.MENTIONED TOO WAS A PROJECTED VISIT BY O.A.U.REPRESENTATIVES TO SEE MR TSHOMBE.THESE PROPOSALS ARE BELIEVED TO HAVE BEEN THE BASIS OF THE MEETING WHICH TOOK PLACE YESTERDAY.

    THE O.A.U.IS ANXIOUS TO SETTLE THE CONGO DISPUTE, IF ONLY TO BREAK THE DEADLOCK WHICH HAS MADE THE ORGANISATION APPEAR TO AFRICA AND THE WORLD AN INEFFECTIVE BODY.
