    The United States and the Soviet Union, winding up four months of talks in Vienna on ways to curb the missile race, agreed on Friday (August 14) to meet again in Helsinki on November 2 for a new round of discussions.

    The Soviet and American chief negotiators signed a joint communique registering their common aim to pursue talks towards agreement.

    Mr. Vladimir Semyonov, the chief Soviet negotiator at the strategic arms limitation, or SALT talks, told the last formal session that the negotiations had taken place in a quiet, businesslike and cordial atmosphere.

    It would be wrong to ignore the complicated nature of the main theme under debate--curbs on the global missile race--but the Soviet Union was determined to continue the negotiations to achieve the necessary results, he said.

    Mr. Gerard Smith, Chief American negotiator, also made a brief statement at the closing ceremony.

    Only once in the Vienna round of talks did the Russians betray some impatience. This was a month ago when Washington leaked reports indicating first areas of agreement.

    The understanding on the talks is that they should be conducted in secret, and that any disclosure should be jointly agreed.
