    In Manila, President Ferdinand Macros on Wednesday (January 21) announced the formation of a new Legislative Advisory Council.

    The President did not indicate the size of the council, but said it would included leaders of regional people's councils, cabinet members and his own appointed representatives.

    Mr. Macros, who has been ruling the Philippines through martial law decrees for more than three years, told at a convention of some 4,000 National People's Council leaders from throughout the Philippines that the new body would have powers of advisory legislation, and that he would approve its recommendation as much as possible.

    The President reiterated that he would not reconvene the interim national assembly as long as martial law existed. Under the 1973 constitution, the recalling of the assembly would set off a shift from the presidential to a parliamentary form of government.

    The 58-year-old President, consolidated his strongman powers in July 1976 with an overwhelming vote in a national referendum favouring his continuation in office indefinitely, did not indicate when he might lift the martial law which he imposed in September 1972 to check what he described as a state of rebellion.
