PRESIDENT DE GAULLE IS ASKING THE FRENCH PEOPLE TO ENDORSE THE ALGERIAN CEASE-FIRE SETTLEMENT AND PROVIDE HIM WITH SPECIAL POWERS TO CARRY OUT THE POLICY OF A FREE ALGERIA. OBSERVERS IN PARIS FEEL THAT THERE IS LITTLE DOUBT THAT THE PRESIDENT WILL RECEIVE AN OVERWHELMING VOTE OF SUPPORT FROM THE 27 MILLION ELECTORS.

    IN THE PARIS ARE A THE INDICATIONS WERE THAT IT WAS GOING TO BE A HEAVY POLL DESPITE THE FORECAST THAT SOME PEOPLE WOULD ABSTAIN TO REGISTER PROTEST AGAINST THE GRANTING OF EVEN GREATER POWER TO THE PRESIDENT. POLLING BOOTHS HAVE BEEN SET UP IN SCHOOLS ALL OVER THE CAPITAL AND IN MANY DISTRICTS THERE WERE LONG QUEUES WAITING TO VOTE.

    GOVERNMENT OFFICIALS ARE EXPECTING TO RECEIVE ABOUT 17 VOTES OF SUPPORT. THEY DO NOT EXPECT THAT THERE WILL BE MORE THAN A MILLION VOTES AGAINST THEM. APART FROM THOSE WHO QUESTION THE LEGALITY OF THE REFERENDUM, AS A MEANS OF INCREASING THE PRESIDENTIAL POWERS, ONLY A SMALL NUMBER OF RIGHT-WING DIEHARDS OF THE FRENCH ALGERIA CAUSE ARE LIKELY TO VOTE AGAINST THE GOVERNMENT.
