    Polish leader General Wojciech Jaruzelski has been speaking at the second day of the celebrations to mark the 60th anniversary of the founding of the Soviet Union in Moscow. Addressing the 5,000 delegates to the special congress sitting on December 22, General Jaruzelski said Poland was overcoming her difficulties with the help of the Soviet Union. He then accused the United States of trying to harm Poland in any way it can, but in his 10 minute speech he made no mention of the economic and social difficulties inside Poland or the decision to suspend martial law on December 31 after one year. The remainder of his remarks were lost as a guard of honour marched into the hall and delegates gave the Polish leader a standing ovation. In another speech, Afghan President Babrak Karmal reaffirmed that the 100,000 Soviet troops in his country would not be withdrawn until the anti-government Mujahideen guerrillas have been totally defeated. He went on to rule out any compromise with the rebels, whom he described as "gangsters and murderers". Mr. Karmal claimed the Soviet troops were only a reserve force, and dismissed claims of a plan to annex Afghanistan by high-ranking defector Lieutenant General Ghulan Siddiq Miraki. Saying that Afghanistan was now "relatively stable" Mr. Karmal added that his Marxist government had also become stronger.
