    SOVIET PRIME MINISTER ALEXEI KOSYGIN, ON AN OFFICIAL VISIT TO INDIA, SAID YESTERDAY (SUNDAY) THAT HE WAS CONVINCED THE UNITED STATES INTELLIGENCE SHIP "PUEBLO" VIOLATED NORTH KOREAN TERRITORIAL WATERS. MR KOSYGIN'S STATEMENT CAME AT A BRIEF INTERVIEW AS HE LEFT A SOVIET-AIDED HEAVY ELECTRICALS FACTORY AT HARDWAR. ABOUT 100 MILES (160 KILOMETRES) NORTH OF NEW DELHI.

    THE SOVIET UNION HAS TWICE REJECTED AMERICAN REQUESTS TO HELP SECURE THE RELEASE OF THE "PUEBLO" AND ITS CREW OF 83, CAPTURED ON TUESDAY (JANUARY 23) AND TAKEN TO THE NORTH KOREAN PORT OF WONSAN.

    IN TALKS WITH INDIAN PRIME MINISTER MRS INDIRA GANDHI YESTERDAY, MR KOSYGIN PROPOSED THAT THE MATTER SHOULD BE DEALT WITH AS A VIOLATION OF TERRITORIAL WATERS AND SHOULD BE REGARDED AS ROUTINE OR UNIMPORTANT.

    DURING THE INTERVIEW MR KOSYGIN WAS ASKED IF HE WAS SATISFIED THAT THERE HAD BEEN AN AMERICAN VIOLATION OF KOREAN WATERS. HE ANSWERED -- "I AM SURE THERE WAS. THERE IS NO QUESTION ABOUT IT".

    THE SOVIET PRIME MINISTER MET RUSSIAN TECHNICIANS AND THEIR FAMILIES AT THE HARDWARE FACTORIES, WHICH PRODUCE HEAVY ELECTRICAL EQUIPMENT AND ANTI-BIOTICS.
