    Background: Two thousand Sikhs of the Akali movement demonstrated inside the Rakab Ganj shrine precincts, Delhi, india, Aug 1, and then sallied out in pre-arranged groups, shouting slogans and waving political manifestos, inviting the police to arrest them. Previously warned they would not be allowed to approach the Indian Parliament - holding its first Autumn session - their way was barred by 1,000 police, and 120 were arrested.

    The Sikhs were demonstrating fro a Punjabi-language state - agitation for which has risen to a climax in the last 6 weeks. Delhi demonstrations June 12 led to 100 injuries - including 80 police - and 783 arrests. An estimated 9,000 Sikhs have been seized since the troubles began.

    Linguistic states are a problem which has bedeviled Indian politics since the sub-continent gained its independence; there were serious riots in the Bombay district last May, and the Nagas of the north-east have, after years of agitation, just been promised an autonomous state.
