    Khamba refugees from Tibet who have left camps in India are filtering into Nepal, bound for their native land, and creating an incidental problem for the Nepalese government.

    Some Khambas were at Katmandu Airport recently, hoping to find air transport to Pokhra, about 20 miles from the Tibetan border; over 1,000 Khambas are already encamped in and around Pokhra, held by Nepalese authorities for careful screening. Those who wish to return to Tibet and settle peacefully will be allowed to proceed; those who want to stay in Nepal will be given special facilities. But Nepalese Premier tKoirala told a Katmandu press conference Aug 31 that none would be allowed to use Nepal as a base for anti-Chinese operations.

    For Nepal, the warrior Khambas present a problem. If they cross into Tibet ostensibly for peaceful purposes but in reality to fight the Chinese, Sino-Nepalese relations will be embittered. If they are refused transit into Tibet, and made to stay in Nepal, they may turn bandit.
