    Communist-led insurgents fired 21 rockets into the Khmer capital Phnom Penh on Monday (24 March) as reliable military sources said government forces to the north and north-west of the city has suffered set-backs.

    Most of the rockets hit the airport ... six landed in the city. Military Command reported no casualties or damage but eyewitnesses saw at least four people wounded in the central markets where three rockets fell.

    On the same day the country's new Cabinet met for the first time at the Ounalom Pagoda.

    Defence Minister Sak Sutsakhan, who is also army Chief of Staff attended as did Han Thun Hak, a former Premier regarded as one of the few Phnom Penh politicians who could have some standing in negotiations with the Khmer Rouge.
