    THE SECOND SESSION OF THE BERTRAND RUSSELL VIETNAM TRIBUNAL OPENED IN ROSKILDE, DENMARK, TODAY (MONDAY). LORD RUSSELL, THE BRITISH PHILOSOPHER, WAS NOT PRESENT WHEN THE TRIBUNAL MET BUT SENT A MESSAGE. "WE CANNOT BY WORDS HINDER THE COURSE OF HISTORY IN VIETNAM - ONLY THE VIETNAMESE PEOPLE CAN DO THAT," IT SAID. "BUT WE TRY TO AVOID A MORAL JUDGEMENT AND WITH TO BE INCLUDED AMONG THOSE WHO SUPPORT VIETNAM."
    THE SESSION, WHICH IS TAKING PLACE IN THE OLD CATHEDRAL CITY OF ROSKILDE ABOUT 30 KILOMETRES (18 MILES) WEST OF COPENHAGEN, HAS BEEN ASKED TO DECIDE WHETHER THE AMERICAN ARMY IS GUILTY OF USING WEAPONS IN VIETNAM PROHIBITED BY THE GENEVA CONVENTION.

    DURING THE FIRST TRIBUNAL IN STOCKHOLM LAST MAY IT WAS UNANIMOUSLY DECIDED THAT THE UNITED STATES WAS GUILTY OF AGGRESSION IN VIETNAM.

    THE FRENCH PHILOSOPHER-WRITER JEAN PAUL SARTRE AND THE YUGOSLAV AUTHOR VLADIMIR DIDIJER ARE LEADING THE HEARINGS OF THE TRIBUNAL, WHICH IS UNOFFICIAL AND HAS NOT LEGAL STANDING.
