THE MEETING WAS SCHEDULED TO BEGIN TODAY (TUESDAY) BUT IN FACT THE FOUR LEADERS BEGAN THEIR DISCUSSIONS WITHIN AN HOUR OF THE ARRIVAL YESTERDAY OF PRESIDENT NYERERE OF TANZANIA -- THE LAST TO ARRIVE.

    THE DISCUSSIONS ARE BEING HELD AT STATE HOUSE IN NAIROBI.

    PRESIDENT KENYATTA AND DOCTOR OBOTE BOTH ARE BEING ACCOMPANIED BY SEVERAL CABINET MINISTERS. PRESIDENT NYERERE IS ACCOMPANIED BY THE TANZANIAN MINISTER OF STATE, MR. I. BHOKI MUNANKA. THE ZAMBIAN REPRESENTATIVES ARE THE VICE-PRESIDENT, MR,REUBEN KAMANGA AND THE FOREIGN MINISTER, MR. SIMON KAPWEPWE.

    AMONG THE ITEMS HIGH ON THE AGENDA WAS ONE ON THE FORMS OF PRESSURE THE FOUR COUNTRIES COULD BRING TO BEAR ON BRITAIN FOR A TOUGHER STAND AGAINST THE ILLEGAL REGIME IN RHODESIA.
