INTRODUCTION: West Germany has rejected the reasoning of America's President Reagan which led him to announce sanctions against the Soviet Union over its alleged involvement in the imposition of martial law in Poland.As a result, West Germany has not followed the President's request that America's allies in the West also impose sanctions against Moscow.Meanwhile, the first leading Polish official to travel abroad since martial law was imposed has arrived in Bonn.

SYNOPSIS: He's the Polish deputy Prime Minister, Mieczyslaw Rakowski, who arrived in the West German capital on Wednesday (30 December).

He was met by West Germany's Foreign Minister, Hans Deitrich Genscher.Mr.Rakowski is reported to have said that martial law would soon be relaxed and that key economic reforms would be implemented to counter Poland's drastic balance of payments problems.Asked by reporters whether Mr.Rakowski had come with concrete assurance for the West German government, an accompanying Polish diplomat said simply that the military council had worked out a social and economic programme for the future.

Meanwhile, Polish television has been carrying a report from this meeting of communist party members in Warsaw.They were told the party still had a major part to play but would have to follow the lead of the military council.These Polish soldiers seen repairing vital equipment bolster the claim that all stops are being pulled out to increase production.The government claims that production is up, nearly to normal according to one television report.Travellers arriving in Vienna confirm government claims that most people returned to work on Monday (28 December) after the Christmas break but some said factories were not working at capacity because of material shortages or the ???.

At a press conference for foreign journalists in Warsaw, a government spokesman, Jerzy Urban, criticised the Western press for producing misleading reports of what was happening inside Poland.He said some organisations had carried stories of riots and typhoid epidemics when they hadn't occurred.He also gave updated figures on the casualties of martial law.He said eight people had died...seven miners who were killed in the storming of the Wujek coalmine in Silesia on December the 16th and a further death resulting from a street demonstration in Gdansk.Mr.Urban also said more than five thousand people had been detained, of whom almost six hundred had already been released.
