    MANY OF THE VIETNAMESE WANTING TO LEAVE THE COUNTRY HAVE LIVED IN CAMBODIA WITH THEIR FAMILIES FOR YEARS AND HOLD CAMBODIAN PASSPORTS, AND MUST APPLY FOR A VISA TO RETURN TO SOUTH VIETNAM. ABOUT 250 VIETNAMESE EVERY DAY HAVE BEEN VISITING THE JAPANESE EMBASSY WHICH HANDLES THE VISA APPLICATIONS. THEY ARE ONLY A MINORITY OF THE VIETNAMESE IN THE COUNTRY -- THOSE SOPHISTICATED ENOUGH TO HAVE A PASSPORT AND WITH THE MONEY TO BUY AN AIRLINE TICKET.

    ACROSS THE BORDER IN SOUTH VIETNAM REFUGEE CAMPS ARE BEING SET UP TO DEAL WITH CIVILIANS FLEEING CAMBODIA. ONE CAMP, ABOUT 40 MILES ( 60 KMS ) NORTH WEST OF SAIGON, RECEIVED NEARLY 1,000 REFUGEES IN THE LAST FEW WEEKS.
