    After five days' discussions aimed at an internal settlement of the Congo problem, thirteen Congolese leaders signed a number of resolutions, Mar. 12, at the end of their "summit" conference in Tananarive, Madagascar.

    The leaders - including President Kasavubu and his Prime Minister Ileo, President Tshombe, and President Kalonji - agreed to establish a confederation of sovereign states to replace the Republic of the Congo. In a ten-point statement President Kasavubu, heading the new confederation, said the various member states would form a Council of State to act as a supreme Cabinet. Decisions taken by this Council would be executed by a coordinating body whose composition is still to be determined. Once the coordinating organisation has been set up the central government of Leopoldville will cease to exist.

    A telegram was sent to the United Nations, demanding the annulment of recent Security Council resolutions, on the grounds that they were no longer required since a reunion had been achieved between Congolese authorities. Welcoming the decisions of the conference, President Kosavubu said a delegation would be sent to New York to inform the United Nations of the new position. Mr. Gizenga - the former deputy Prime Minister now leading a Lumumbist regime in Stanleyville, who failed to attend the Madagascar conference - would be told of the result. "If he does not accept our decisions he will be blackballed," said Mr. Kasavubu.

    All problems unsolved by the Congolese "summit" are to be thrashed out at a further conference at Bakwanga, Kasal. This will be followed by a third round-table meeting in Elizabethville, Katanga.
