    In Spain, campaigning is well under way for the country's first general election in more than 40 years. One of the 160 parties campaigning for the 350 seats in the lower house of Congress and 207 in the Senate is the right-wing Popular Alliance.

    SYNOPSIS: The Alliance is led by Senor Manuel Fraga Iribarne, who was Information and Tourism Minister under the late General Franco. Senor Fraga has based his campaign on the need to return to the peace and security established during the long dictatorship of General Franco. He also wants the monarchy of King Juan Carlos retained.

    At this election rally in the provincial city of Guadalajara, about 60 kilometres (40 miles) north-east of Madrid, on Saturday (28 May) Senor Fraga said the nation had fallen into confusion and disorder since the death of General Franco 18 months ago. He called for the re-establishment of the peace and security of Franco's reign.

    The Popular Alliance was formed by the fusion of seven right-wing parties, most of which were headed by former Franco ministers. Opinion polls have given it about six per cent of the vote, about the same as their arch enemies, the Communist Party. The Democratic Centre Union, led by Prime Minister Adolfo Suarez, comfortably leads in the polls with about 20 per cent.

    Senor Fraga was Interior Minister and Deputy Premier in a post-Franco Government, but left last July, accusing Prime Minister Suarez and his cabinet of being "cowards who change their colours every day". He also opposed the recent legalisation of the Communist Party.
