    THE 17-NATION DISARMAMENT CONFERENCE RESUMED ON TUESDAY IN GENEVA IN AN OPTIMISTIC MOOD. ALL DELEGATES HAILED THE PARTIAL NUCLEAR TEST-BAN TREATY INITIALIZED IN MOSCOW LAST WEEK AS A REALLY PROMISING STEP.

    RUSSIA'S MR. TSARAPKIN SAID THE TREATY SHOWED THE "CORRECTNESS AND SUCCESS" OF THE PEACEFUL CO-EXISTENCE POLICY. HE SAID RUSSIA NOW ATTACHED "GREAT IMPORTANCE" TO THE EARLY CONCLUSION OF A NON-AGGRESSION PACT BETWEEN THE WARSAW AND NATO POWERS.

    MR. CHARLES STELLE, OF THE UNITED STATES, SAID AMERICA, BRITAIN AND RUSSIA WERE DETERMINED TO CONTINUE NEGOTIATIONS FOR A COMPREHENSIVE BAN.

    BRITAIN'S MR. PETER THOMAS SAID NOW THAT A TEST-BAN HAD BEEN CONCLUDED, THERE WAS A "REAL OPPORTUNITY" TO PURSUE DISCUSSION OF OTHER MATTERS MORE HOPEFULLY THAN BEFORE.
