    THE GOVERNMENT WAS DEFEATED IN THE ASSEMBLY ON A VOTE TO GRANT STATE AID TO PRIVATE SCHOOLS. BUT THE RESIGNATION WAS SEEN IN THE ITALIAN CAPITAL AS THE INABILITY OF THE MAIN COALITION PARTNERS - CHRISTIAN DEMOCRATS AND SOCIALISTS - TO AGREE ON A POLICY TO OVERCOME ITALY'S ECONOMIC DIFFICULTIES. MANY CHRISTIAN DEMOCRATS THINK THAT REFORMS WHICH THE SOCIALISTS INSISTS ON PUSHING THROUGH WOULD ONLY PLUNGE THE NATION DEEPER INTO ECONOMIC TROUBLE.

    THE SOCIALISTS BELIEVE THAT ITALIAN SOCIETY'S STRUCTURE IS ANTIQUATED AND THAT UNLESS BASIC REFORMS ARE RAPIDLY EFFECTED ITALY WILL REMAIN THE SICK MAN OF EUROPE. DIVERGENCE LED TO DISTRUST INSIDE THE COALITION AND SPLIT IT OVER A RELATIVELY MINOR ISSUE, THE EXPENDITURE OF 149 MILLION LIRE ON PRIVATE, MAINLY ROMAN CATHOLIC SCHOOLS.

    IT WAS ITALY'S 25TH GOVERNMENT SINCE THE FALL OF FASCISM IN 1943.
