    INTRODUCTION: People from 11 French-speaking African countries arrived in Dakar in Senegal this week for an International Red Cross seminar.

    SYNOPSIS: The seminar was opened at Dakar's town hall. Delegates travelled from many parts of the African continent for it.

    The local Red Cross Vice-President Sidi Guisse gave the opening address. The seminar is a regional training course for delegates responsible for information and public relations in the national Red Cross Societies. Other speakers who addressed the seminar included Senegal's Information Minister Mr Daouda Sow and the regional representative of Africa for the Red Cross Mr Ekoue.

    The seminar will last for 10 days. The speaker emphasised the basic principles on which the International Red Cross is founded. These include humanity, impartiality, independence and voluntary service.
