    Transcript Seq. 2: Eban: "Do Israel's policies offer openings through which roads to peace can be discerned and explored? My answer is that if the Arab states, and especially Egypt, sincerely desire an honourable and lasting peace, there are many roads leading to that goal."



    Seq. 3: Having been invited to give its views on this matter, Israel developed a proposal that an arrangement be agreed upon with a view to the opening of the Suez Canal to be cleared and operated by Egypt. Israel would make a withdrawal of her forces from the water-line to an agreed distance. The fighting would not be resumed.

    Background: Israeli Foreign Minister Abba Eban yesterday proposed an immediate meeting with his Egyptian counterpart to discuss the reopening of the Suez Canal. He told the United Nations General Assembly that the two sides should also meet again to reconsider a general peace agreement, under the chairmanship of U.N. envoy Gunnar Jarring.
