    The Soviet Union has signed a 20-year friendship treaty with the Angolan government -- which it helped put into power after a bitter civil war earlier this year in the former Portuguese colony.

    SYNOPSIS: The treaty was the first between the Soviet Union and a country from the southern half of the African continent. The accord was signed by Soviet Communist Party Chief Leonid Brezhnev and Angola's President Agostinho Neto, after two days of talks in Moscow.

    The two leaders also signed another agreement on co-operation between the Soviet Communist Party and Dr. Neto's Popular Movement for the Liberation of Angola, the MPLA. Both sides expressed satisfaction with the outcome of the talks.

    The new treaty provides for wider co-operation in economic, technological and scientific fields, trade and culture. It also declares that the two countries will continue to develop co-operation in the military field, "in the interests of strengthening their defence potential." The agreement is the third signed between the Soviet Union and an African country. it also has a friendship treaty with Somalia, and had another with Egypt, until it was cancelled by Cairo earlier this year.
