    AT A PRESS CONFERENCE YESTERDAY (FRIDAY) IN ATHENS' PARLIAMENT, PRIME MINISTER GEORGE PAPADOPOLOUS ANNOUNCED WHAT HE CALLED A SERIES OF "LIBERALISATION MEASURES" ON THE FREEDOM OF THE PRESS AND THE INDIVIDUAL. HE SAID THAT THE ARMY-BACKED GOVERNMENT WOULD LIFT CENSORSHIP EXCEPT IN CASES WERE THE COUNTRY'S POLITICAL OR ECONOMIC POSITION COULD BE ENDANGERED BY THE ARTICLES.

    THE PRIME MINISTER, THE FORMER ARTILLERY COLONEL, WHO LED THE ARMY TAKEOVER OF THE COUNTRY IN APRIL 1967, ALSO SAID THAT THE LEGALISATION WAS BEING RESTORED TO PROTECT PERSONAL FREEDOM EXCEPT IN OFFENCES AGAINST PUBLIC ORDER AND NATIONAL SECURITY, AND THAT HE HAD INVITED A RED CROSS COMMITTEE TO INVESTIGATE CHARGES OF TORTURE OF INHUMANE TREATMENT AGAINST POLITICAL PRISONERS.

    MR. PAPADOPOLOUS COMPARED GREECE TO A PATIENT WITH A BROKEN LEG - AND THAT HIS GOVERNMENT HAD DECIDED TO "REMOVE THE PLASTER AND PUT ON A SPLINT".

    OBSERVERS, THOUGH, FEEL THAT THE ANNOUNCED MEASURES ARE LITTLE MORE THAN A LIMITED RELAXATION OF THE EXISTING RIGID REGULATIONS.
