    WEST GERMANY TODAY (WEDNESDAY) SIGNED AN AGREEMENT TO PROVIDE INDIA WITH 250-MILLION MARKS (GBP23-MILLION STERLING) OF AID FOR THE CURRENT YEAR. THE AGREEMENT WAS SIGNED BY THE WEST GERMAN SECRETARY OF STATE, HERR LAHR AND THE INDIAN DEPUTY PRIME MINISTER, MR. MORAJI DESAI.

    EARLIER MR. DESAI HAD TALKS WITH THE WEST GERMAN PRESIDENT, HERR LUEBKE, AT A VILLA IN BONN.

    MR. DESAI IS ON A THREE-DAY VISIT TO THE WEST GERMAN CAPITAL, ON THE LAST STAGE OF HIS EUROPEAN TOUR, TO PREPARE THE GROUND FOR CHANCELLOR KIESINGER'S VISIT TO INDIA NEXT MONTH AND TO SIGN THE DEVELOPMENT AID AGREEMENT.

    THE INDIAN DEPUTY PRIME MINISTER SAID ON HIS ARRIVAL THAT INDIA HAD ITS DIFFICULTIES WHICH MUST BE OVERCOME BY ITS OWN EFFORTS -- A GOOD MONSOON HAD MEANT THE CHANCE OF MORE FAVOURABLE CROPS THIS YEAR -- BUT FRIENDS HELP THEM TO BE OVERCOME QUICKER.

    HE SAID HE WANTED TO STRENGTHEN INDIA'S FRIENDSHIP WITH WEST GERMANY FROM WHOM IT HAD ALREADY RECEIVED MUCH HELP SOME 2,750 MILLION MARKS (2.2 MILLION STERLING) TO DATE -- AS A MEMBER OF THE AID TO INDIA CONSORTIUM.

    AT A NEWS CONFERENCE LATER TODAY, MR. DESAI SAID HE DID NOT THINK BORDER INCIDENTS BETWEEN INDIA AND THE PEOPLE'S REPUBLIC OF CHINA COULD DEVELOP INTO A MAJOR CONFLICT. BUT HE ADDED THERE SEEMED TO BE NO POSSIBILITY OF AN IMPROVEMENT ON RELATIONS BETWEEN THE TWO COUNTRIES IN THE NEAR FUTURE.
