    Ghana and the Soviet Union have in the past fortnight signed a 5-year cultural agreement providing for the further development of co-operation between the two countries. The Minister of External Affairs, Mr Victor Owusu, who signed for the Government, said the agreement marked the end of the period of speculation and uncertainty which had characterised Ghana's cultural relations with Easter European countries since 1966. The ceremony took place at the Ministry of External Affairs in Accra.

    Mr Victor Owusu said the agreement re-affirmed the commitment of the Ghana government to the policy of non-alignment in the conduct of its foreign relations. It would also open up new areas for co-operation and better understanding between Ghana and the Soviet Union.

    The Soviet Ambassador to Ghana, Mr Safronchuk, who signed for his government said he hoped that the agreement would further promote and strengthen the mutual understanding between the two countries. The agreement provides for the further development of co-operation in the cultural, education, scientific, artistic and sports fields by the exchange of information and experience.
