    TWENTY-EIGHT INDIAN REFUGEES FROM SAMNUA PROVINCES, HELD BY THE PRO-COMMUNIST PATHET LAO FORCES, IN LAOS, ARRIVED IN VIENTIANE, ADMINISTRATIVE CAPITAL, BY AN INTERNATIONAL CONTROL COMMISSION PLANE, APRIL 30. THE INDIANS, MOSTLY MERCHANTS, WERE CUT OFF WHEN THE PROVINCE CAME UNDER PATHET LAO CONTROL, OCTOBER 1960.

    THE REFUGEES SAID THEY WERE KEPT UNDER STRICT WATCH AND WERE RESTRICTED ON MOVEMENT WHILE THEY WERE IN NORTH VIETNAM. THEY SAID THEY DID NOT SEE ANYTHING OR TALK TO ANYONE.

    APART FROM THE CHINESE, INDIAN MERCHANTS ARE TO BE FOUND IN ALMOST ALL TOWNS IN LAOS. THE BULK OF THEM COME FROM FORMER FRENCH TERRITORIES IN INDIA. MANY ARE FRENCH CITIZENS.

    THE DAY AFTER THE REFUGEES ARRIVAL, GENERAL PHOUMI NOSAVAN, DEPUTY PREMIER AND DEFENCE MINISTER OF LAOS LEFT VIENTIANE MAY 1,, AT THE HEAD OF A SMALL FRIENDSHIP DELEGATION TO SEOUL SOUTH OF KOREA. BIDDING HIM FAREWELL WERE RIGHT-WING PREMIER PRINCE BOUN OUM AND THE AMBASSADORS OF CANADA, SOUTH VIETNAM, TAIWAN, AND MEMBERS OF THE INTERNATIONAL CONTROL COMMISSION IN LAOS.

    LAST MONTH PRINCE BOUN OUM AND GENERAL PHOUMI LED A DELEGATION TO THAILAND. ANOTHER MISSION IS EXPECTED TO VISIT SOUTH VIETNAM SOON. THEIR PURPOSE: TO GATHER SUPPORT FOR PRINCE BOUN OUM'S GOVERNMENT.

    IN VIENTIANE, MAY 4, THE DEFENCE MINISTRY ANNOUNCED THE FALL, THE PREVIOUS DAY, OF THE NORTHWEST TOWN OF MUONG SING TO THE PATHET LAO FORCES. GOVERNMENT OBSERVERS CONSIDERED THE FALL AS THE MOST OPEN VIOLATION OF THE CEASE-FIRE PROCLAIMED EXACTLY A YEAR AGO.
