    THE SOVIET UNION AND THE SIX OTHER MEMBERS OF THE WARSAW PACT CALLED FOR A EUROPEAN SECURITY CONFERENCE IN A STATEMENT PUBLISHED IN BUDAPEST TODAY. THE 1,200 WORD DOCUMENT AND COMMUNIQUE WERE UNANIMOUSLY APPROVED AT A SESSION OF THE EAST EUROPEAN ALLIANCE'S POLITICAL CONSULTATIVE COMMITTEE YESTERDAY (MONDAY).

    THE MEETING, ATTENDED BY COMMUNIST PARTY CHIEFS, HEADS OF GOVERNMENT, AND DEFENCE AND FOREIGN MINISTERS WAS HELD IN THE HUNGARIAN PARLIAMENT BUILDING ON THE LEFT BANK OF THE DANUBE. THE SESSION LASTED ONLY TWO HOURS. IT STARTED FIVE HOURS BEHIND SCHEDULE BECAUSE OF PRIVATE DISCUSSIONS AMONG THE DELEGATIONS THROUGHOUT THE MORNING.

    THE COMMUNIQUE SAID THAT THE WARSAW PACT LEADERS HEARD A REPORT BY MARSHAL YAKYBOVSKY, THE SOVIET COMMANDER IN CHIEF OF THE JOINT ARMED FORCES ON MEASURES WORKED OUT BY DEFENCE MINISTERS OF MEMBER STATES WITH THE AGREEMENT OF THEIR RESPECTIVE GOVERNMENTS. IT SAID THAT PARTICIPANTS IN THE SESSION WERE CONVINCED THE MEASURES ADOPTED WOULD CONTRIBUTE TO THE GROWTH OF THE DEFENSIVE FORCE OF MEMBER STATES.

    THE EUROPEAN SECURITY CONFERENCE APPEAL CONTAINED A REASSERTION OF THE INVIOLABILITY OF EUROPE'S POST WAR FRONTIERS, INCLUDING POLAND'S WESTERN BORDER AND THE BORDER BETWEEN EAST AND WEST GERMANY. AN ALL EUROPEAN SECURITY CONFERENCE, THE COMMUNIQUE STATED, WOULD OFFER POSSIBILITIES OF ENDING THE DIVISION OF EUROPE INTO MILITARY BLOCS.

    THE STATEMENT MADE NO REFERENCE TO CURRENT SINO-SOVIET BORDER DISPUTES.
