    PRESIDENT DE GAULLE HAS TOLD AMERICA THAT FRANCE WANTS TO REMAIN IN THE ATLANTIC ALLIANCE, BUT HE INSISTS THAT SHE MUST HAVE CONTROL OF ALL FOREIGN TROOPS BASE ON HER SOIL. THE AMERICANS HAVE TAKEN HIS MESSAGE TO THE NATO PERMANENT COUNCIL IN PARIS, SAYING THAT IT AFFECTS THE WHOLE FUTURE OF THE ORGANISATION.

    TODAY (WEDNESDAY), AS THE PARIS MEETING WENT ON, THE UNITED STATES EUROPEAN COMMAND BASE AT CAMP DES LOGES IN FRANCE WENT ABOUT ITS BUSINESS NORMALLY. IT IS ONE OF THE AMERICAN BASES THAT COULD BE CLOSED DOWN AS A RESULT OF THE FRENCH PLANS.

    THE UNITED STATES AIR FORCE BASE AT EVREUX IS ANOTHER OF THE INSTALLATION THAT COULD BE MOVED TO SOMEWHERE ELSE IN WESTERN EUROPE. AFTER A CABINET MEETING TODAY, A SPOKESMAN FOR GENERAL DE GAULLE SAID FRANCE WOULD NOT WITHDRAW FORM NATO. BUT SHE INSISTED ON HAVING CONTROL OF ALL FOREIGN TROOPS, AND AMERICAN WAS UNLIKELY TO ACCEPT THIS CONDITION. THE AMERICAN BASES IN FRANCE ARE PART OF AN INTRICATE DEFENCE NETWORK, AND DISMANTLING THEM WOULD MEAN AT LEAST A COMPLETE RE-ORGANISATION OF NATO.
