MIKHAIL MENSHIKOV, THE SOVIET AMBASSADOR TO THE U.S.A., REJECTED ANY IDEA OF AN AGREEMENT ON GERMANY THAT WOULD CONFIRM WESTERN OCCUPATIONAL RIGHTS, INTERNATIONAL CONTROL OF ACCESS, AND ANY "PRIVILEGED POSITION" FOR THE WEST GERMAN GOVERNMENT. HE SAID THE SOVIET UNION WANTED A GERMAN PEACE TREATY TO BE SIGNED, AND THE WEST BERLIN PROBLEM BE SETTLED ON THIS BASIS:-
    WHEN THE SITUATION IN WEST BERLIN IS NORMALIZED ON THE BASIS OF THE CONCLUSION OF A GERMAN PEACE TREATY, HE CONTINUED, AN END WILL BE PUT TO THE CONTINUATION OF HOSTILE ACTIVITIES OF THE WEST GERMAN REVANCHISTS:-
    OUR EXTRACTED FROM MR. MENSHIKOV'S SPEECH END WITH HIS STATEMENT THAT THERE COULD BE A FIRM GUARANTEE OF THE FREEDOM AND INDEPENDENCE OF WEST BERLIN BY THE FOUR GREAT POWERS ON AN EQUAL BASIS:-
